Last week, the Supreme Court gave the Kansas legislature until June 30 to comply, or public schools would not be allowed to open this fall for the 2016-2017 school year. Instead of following the court's order, Governor Brownback, (R) determined that the legislative session should end as scheduled, despite the fact that their job is not done. If a private person reacted this way, it would be contempt of court.
