No Bond For USD 380 Vermillion

USD 380 Vermillion, which includes two public schools in Northeast Kansas, Frankfort and Centralia, attempted to get voters to vote for a 8.5 million dollar bond for them, this past Monday, August 1. Overwhelmingly, the people voted no; 698 to 263. That included about three fourths of registered voters in both towns. The school board is disappointed and the superintendent thinks that folks do not care about the schools, according to the Marysville Advocate. This is a little unfair; if the school board actually listened to constituents and analyzed data, perhaps such gross comments would not make their way into the newspaper.

The reasons given by the school board for desiring 8.5 million dollars were updates to the buildings, and a new gym at the Centralia locaction. USD 380 straddles three counties, Marshall, Nemaha, and Pottawatomie. Centralia is in Nemaha County. Should those who live in the other two counties see their mill levies and their property taxes increase for a gymnasium that their children will never get to use? Why is a school district with declining enrollment straddling three different counties in the first place?

The other reason given for such a large amount involved security measures. Frankfort and Centralia want keypad locks on their doors, rather than the traditional locks and keys. Not only is this an expensive initial option for a tiny school, it requires upkeep that the school district would not be able to fund, even with the bond. Every time a building with such a lock changes its schedule and itinerary, a technician must visit the building to change the pass-code information. This is at least two hundred dollars per visit, and both schools host sporting events and parent teacher conferences, which would necessitate many visits from a technician. In the case of USD 380, old fashioned locks and keys will still work as desired, if the building is actually locked when not occupied. Another item desired is a metal detector. The problem had by USD 380 concerning guns is mostly in Frankfort, and that involves a failure on the part of school administration to sanction those who bully and bring weapons into the building. If the proper reports are made to the FBI each time a child takes a weapon, drugs, or alcohol to school, even if it is the child or grandchild of someone who donates a lot of money via the booster club; and the child in question is sanctioned according to federal law, these problems will abate. Frankfort has not attempted to follow the law, and expects a metal detector to cover up that problem. Finally, both schools want cameras at all entrances, which is reasonable. Cameras for two tiny schools will not cost 8.5 million dollars. A word of caution, however; Frankfort has consistently rejected the use of a sign-in sheet in the office for adult visitors to the school. The staff does not wish to monitor those who enter and exit the building. A camera will do no more good than an unused sign-in sheet if the principal is truly unconcerned about what goes on inside the school. Also, as long as teachers are not held accountable when they "lose" students off of school property during the school day, key pads, metal detectors, and cameras will not accomplish anything. The populations of Frankfort and USD 380 have been on the decline since 1910. At present, the population of Centralia is about 500 people and the population of Frankfort is about 690. That is fewer people, altogether, than attended your faithful blogger's alma mater at the time of her graduation. Why should taxpayers fund an 8.5 million dollar bond for schools that will probably shut down and consolidate with other, more viable schools, within the next ten years? The bond would take twenty-five years to pay off.

Dallas Bond And A Scary Story In Kansas


Dallas Bond, a Northeast Kansan, is only twenty years old, but he has a more impressive arrest record than most career criminals. His most recent arrest was in Jackson County, Kansas, earlier this week, alleging that he persuaded a child under the age of fourteen to accompany him to a hotel room in Holton, Kansas, where he allegedly assaulted the child. This stems from allegations that were made while he worked as a dispatcher in Brown County, Kansas! Another disturbing side to this whole thing is that in conjunction with the sex crimes against children, Bond also faces charges of identity fraud and aggravated kidnapping, and felony theft. Wanna know what he allegedly stole? Handcuffs, leg irons, a taser, a radio, and police department shirts, apparently from his place of employment!

Bond is behind bars now, not out on bond. The incident from which one of the charges stem took place in August of 2013, which means that for over a year and a half, someone with an unhealthy interest in children, handcuffs, leg irons, and tasers was scouting around in Northeast Kansas, looking for children to kidnap and assault. It also means that the school board of USD 380, which has two schools in Northeast Kansas, Frankfort and Centralia, was very foolish to allow staff at Frankfort to continue to leave their building unlocked and even more foolish to continue to allow teachers to leave students by themselves in random locations away from the town. What will it take to convince the school board to dismiss the teacher who does this? And why would the teacher do something so sinister to a child?

Most of the news articles on the internet concerning this incident are dated February 2 or 3, but Dallas Bond was arrested on January 23. Only one of the articles, the one cited here, explains all the charges in detail. The theft charges are very significant in this case because of what this man unlawfully "acquired". In conjunction with the kidnapping and sexual assault of a child, what could Bond have possibly intended to do with handcuffs, leg irons, and a taser? If Frankfort wants to keep teachers who make children vulnerable to kidnapping, perhaps the parents who support this teacher should be the ones whose children get kidnapped by the man with handcuffs and leg irons. But in reality, if teachers are careless enough to extend an open invitation to this by transporting children to other locations and forgetting about them, it could happen to any child.


To put this in language that even the folks in Northeast Kansas will understand, suppose a child is dropped off alongside the highway for cross country practice and gets lost because she is new to the area, and someone wearing a stolen police department shirt, who also has a stolen police department radio in his vehicle, stops and picks the child up?  Police gear and uniforms are very convincing, when you've been dumped on the highway by your teacher and forgotten. Then what, Frankfort? It's exactly the same position in which you placed a high school freshman several years ago. If you frankfurters want school to be an open invitation to wacky-assed perverts with stolen handcuffs to pick up children and molest them, federal and state funding should be discontinued for your public school and you should fund it yourselves.

Stories like this one should receive more publicity. Men who kidnap children and schools who enable them by leaving the children alongside highways to be kidnapped do not deserve the community protection that comes with hiding incidents like this.

Another Christian Pervert Teacher

Here's a little trivia from Virginia; a guy named Luis Mendez, a music teacher, is now in jail, without bond, for charges stemming from an inappropriate sexual relationship with a seventeen year old female student. Hmm...where has yours truly heard about things like that before? Any ideas, Frankfort Kansas? The community of Bedford County is duly disgusted with him, and the judge held him without bail because he's been determined to be a flight risk. It seems he asked his victim to let him know if the police were going to charge him, so he could flee the area before they found him! Oh; here's some more dirt that's been dug up about him.......he also once worked as a part time music leader at Blue Ridge Community Church and he left his wife after getting a nineteen year old student pregnant! He should have done all this in a tiny little town in Northeast Kansas, instead! The folks there would have allowed him to marry at least one of the victims and they would have covered for him, rather than holding him accountable, and he wouldn't have had to worry about being jailed at all, let alone held without bond! Location, location, location!

Jacob And Sarah Hoggle From Maryland


Sadly, Jacob and Sarah Hoggle, ages two and three years old, are still missing. Both have been missing over a week, now, and each were last seen with their mother, Catherine Hoggle, at separate times. She was on the lam for a few days, but was arrested on Friday of last week. So far, she has refused to cooperate in any way in locating her children, and has been referred for a psychiatric evaluation. According to her family, she suffers from mental illness.

It appears to this blogger that Darnestown, Maryland is probably where most attention should be given in search efforts. Catherine's current residence is in Clarksburg, Maryland, and her parents live in Darnestown. She was visiting her parents when she was last seen with Jacob, and had borrowed her father's vehicle that day. Favored childhood spots of Catherine's would probably be appropriate places to continue the search. Catherine has another bond hearing on September 30.

Noble Rick Pendland Sneaks Out On Bond

How did I miss this? After almost two years in jail for molesting foster children placed in his care by the state of Kansas, Noble Rick Pendland is out on bond. There is still no reported trial date set for him. I wonder why this isn't a big story, here in Kansas......? After all, Pendland WAS a foster parent, abusing children day and night with the blessings of local schools, child protective services, and the third party contractors who managed the cases! Citizens of Kansas should be outraged about this! Pendland should not have been able to leave the jail without an angry mob following him.....but no one seems too alarmed about people who abuse their positions to take advantage of others. So as of May 30, Pendland has been out on bond. It's really hard to get Kansas to pay attention when a teacher abuses children.

West Virginia Bags A Disgusting Creep

Bully for law enforcement in West Virginia! A woman complained to police in Berkeley County that someone she had recently dated pestered her for indecent photos of her six year old daughter and they actually tracked him to Colorado via his cell phone records. Now he's in Eastern Regional Jail on a $10,000 bond. It should really be more, but at least it's unlawful to target children in West Virginia. That's him on the left. His name is Christopher Lee Brown. Hopefully, the folks at the jail will remember to tell the other inmates why Mr. Brown is incarcerated.
