I got your question, and decided to answer you in a new post, with a graphic. As a Tier One sex offender in Maryland, Robert Neil Boyd is required to register as a sex offender for fifteen years after his conviction. I do not know why he isn't showing up as such where you have looked for him. Perhaps he has absconded, or is in violation of the terms of his probation. He would not be the first disgusting sex offender to behave that way. As for Tennessee, where he also has a record for sex crimes against children, I do not know why he isn't registering there as required, either. Thank you for the information; maybe his probation officers in both states should be made aware. Or maybe he is back in jail for the same type of offense. To answer your question about my source of the information, I have included a graphic below, along with his picture.

Jared Kushner Is A Slumlord
Now, in addition to being under investigation by the FBI, Jared Kushner is also a slum lord. It seems that he has bought quite a few apartment complexes in the Baltimore, Md. area that serve mainly lower income tenants. When their leases expire, he sues them, claiming that they "abandoned" the properties! He does this under the name of "JK2". This has happened even two or three years after a tenant has lived in one of his apartments. A former tenant apparently must have all paperwork in order to avoid being found in violation of a lease that no longer exists!
Jared Kushner's father, Charles Kushner, built Kushner Companies. He also went to prison for about two years for tax evasion; is it a coincidence that he has a familial connection to Donald Trump? Jared apparently does not think twice before taking advantage of anyone who is too poor to afford a lawyer and unsure of where to look up landlord/tenant laws in the states that harbor Kushner Companies. Kushner Companies also has a reputation for not taking good care of its rental properties. Water leaks, black mold, and maggots abound in some of those properties, and according to Alec MacGillis, of the New York Times, residents are scolded by management of the properties for speaking about these things to reporters or the health department.
Donald Trump could not ask for a better son in law, could he?

Lloyd Lee Welch Has More Charges
And the hits just keep on coming! Lloyd Lee Welch, who faces murder charges in Virginia for the murders of Sheila and Katherine Lyon in 1975, has just been charged with the assault of another girl in 1996. While serving time in prison in Delaware for the sexual assault of yet another child, he was charged with kidnapping and murder of both of the Lyon sisters, who were last seen at what was once Wheaton Plaza, in Maryland.
From 1975 until 2014, plenty of people speculated about the disappearance of Sheila and Katherine, but the investigation did not yield any tangible results until late in 2013, when someone finally shared a credible tip with law enforcement. The information involved a man named Richard Welch, from Hyattsville, Maryland and his nephew, Lloyd Lee Welch. At the time, Lloyd Lee Welch was serving time in Delaware, for sexually assaulting a preteen girl in 1996. In 1992, he assaulted another preteen girl. Now, in addition to the abduction and murder of both Sheila and Katherine Lyon, who were ten and twelve years old, he has been charged with another sexual assault of a preteen girl, this time in Virginia.
There definitely appears to be a pattern in the type of victim chosen by Lloyd Lee Welch.

Patricia Ann Welch Says She Knows What Happened To The Lyon Sisters
Patricia Ann Welch wants the police, and the rest of the world, to know that her father, Richard Welch, is not responsible for the disappearance or death of either of the two missing girls, Sheila and Katherine Lyon, who disappeared from Maryland in 1975. She goes on to volunteer the information that other other members of her family are responsible, just not her father. In 2014, her father and her cousin, Lloyd Lee Welch, were named persons of interest and in 2015, Lloyd Lee Welch was indicted in Bedford County, Virginia for the murders of both girls.
That's very interesting. Sheila and Katherine have been missing for forty-one years. If Patricia Ann Welch knew who was responsible, and what happened to them, why hasn't she spoken with law enforcement? Did she just not care about Sheila and Katherine's family?

Private Message
Lately, over the past couple of months, I have been getting quite a few hits to this post, about a sex offender named Robert Neil Boyd. The answers to your probable questions are: yes, he got arrested; yes, he went to jail; yes, he is in the national sex offender registry; and yes, he did it. There was one person in his acquaintance who did not wish to cover for him.

More Evidence In Missing Lyon Sisters Case
A couple of days ago,the FBI searched a home in Hyattsville, Maryland for the second time, in connection to the Sheila and Katherine Lyon, who disappeared in Maryland in 1975. The home that was searched was a home where Lloyd Lee Welch, a suspect in the case, once lived. Testimony and evidence for the Lyon sisters has pointed investigators to Virginia during the past couple of years. Lloyd Lee Welch is now behind bars in Virginia, awaiting trial for the murders of both Katherine and Sheila. His aunt, Patricia Jean Welch, is on the docket in Bedford County, Virginia for a trial in January, 2016 because she lied to the grand jury about evidence in this case.

Terri Horman And Cold Cases And Lies
So very interesting. Forty years after one of the most heinous crimes committed in Maryland, that of the kidnap and murder of Sheila and Katherine Lyon, ten and twelve year old Montgomery County girls, a man named Lloyd Lee Welch is charged with two counts of murder. This involves two states; Maryland and Virginia. After much evidence gathering and testimony from witnesses and potential witnesses, one man, so far, has been charged in this case. There is even a multi-state grand jury meeting at least once a month to go over evidence. Many Marylanders, who remember this case from 1975, doubted that it would ever be resolved.
What does this have to do with Terri Horman and her gang of merry scofflaws? She is the sometime step parent of another missing child, Kyron Horman. Kyron was seven years old when he was last seen leaving his school in Portland, Oregon with Terri Horman in June of 2010. This happened just as school commenced for the day, around 9:00 AM, and no one, least of all, Terri, reported him missing until after 3:00 PM. Days have stretched into weeks and months, which, in turn, have stretched into years...five years. There is also a grand jury that convenes for Kyron every once in a while, to review any new tips and go over existing evidence.
Terri Horman, her parents, and her friends and other et els do not appear to take the search and investigation for Kyron Horman very seriously. A few of them have been subpoenaed to appear before the grand jury to answer questions about the case. Rather than assist in the investigation, they stall and assert fifth amendment rights, claiming that they will incriminate themselves if they answer simple questions about the day Kyron disappeared. A certain amount of misinformation has been deliberately generated by this crowd, too.
The case of the Lyon sisters, mentioned above, also involves people who covered for each other, over the years, and lied to the grand jury when it convened. A major difference, however; is that forty years went by prior to the culmination of the investigation and the charging of the individual thought to be primarily responsible for the disappearance and subsequent deaths of those two girls. Yet the truth is just as esteemed by investigators and the rest of the population as it was forty years ago; but this came as a surprise to those asked for the truth. They thought that because so many years had passed, no one would care about Sheila and Katherine Lyon anymore. They also thought that the passage of time somehow erased the need for accountability. So they went to court, when summoned by the grand jury, and lied their asses off. In December of last year, Patricia Welch was arrested after one such lie, and is due in court in October. Last week, her brother, Leslie Engleking, her grandchild, Amy Welch Johnson, and her husband's sister, Gladys Stangee, were also arrested for lying and attempting to hide the truth. Amy Welch Johnson was not even born in 1975, when the crime occurred, so the reader should be able to grasp the importance of the truth, here, during a criminal investigation. What does all this have to do with Terri Horman and her gang of merry scofflaws? They should study this case carefully, and take note of the precedent set by a multi-state grand jury of holding anyone who obstructs justice accountable. Because the Lyon sisters' case involves two different states, the precedent set reaches the federal level, and can be used in Oregon, as well. Virginia is now trying a criminal case for obstruction of justice against a person who was not even born when the crime under investigation was committed. This should send a very clear message to those who would cover for Terri Horman: the truth is important enough to lock up a liar, even after forty years. The truth is even important enough to lock up someone who wasn't yet born at the time of the crime, but knows about it, nonetheless. Are you paying attention, Terri Horman?

Pat Welch Lyin' About The Lyon Sisters
Lets see here; Patricia Jean Welch, of Hyattsville, Maryland, brightened her holiday last year by getting arrested in December, for lying to the grand jury in Virginia about some evidence related to the forty year old cold case of the missing Lyon sisters, from Montgomery County, Maryland. Pat Welch thought it would be more circumspect to lie, when asked pointed questions, rather than realizing that the questions never would have been asked, in the first place, unless the truth, or at least part of the truth, was already known.
Something else to which Pat Welch did not give much attention is that when people, such as Lloyd Lee Welch, her nephew and a "person of interest" in this case, go to jail on the spur of a moment, they sometimes leave many of their personal possessions behind. Since Lloyd is in jail, and has been for years, he isn't as available to visit his previous addresses and hide evidence. That makes it a little bit easier for the police to find his stuff, what's left of it, and look for anything connected to any crimes he might have committed.
Pat's husband, Richard Welch, is also a "person of interest" in the missing persons cases of Katherine and Sheila Lyon, and has recently retained legal counsel. This happened right around the time that the house he shares with Pat was searched again by Montgomery County Police, earlier this month. Pat says the police didn't take anything, but the media has pictures and footage of police taking things. Also, Richard's lawyer says that if the police come back, Pat and Richard will cooperate and be honest, because they have nothing to hide, but if that's really true, why is Pat due in court in Bedford County, Virginia, on June 29, for perjury? If she has nothing to hide, wouldn't she have just cooperated, and answered the grand jury's questions truthfully in December?

Marilyn Mosby Has Made A Solid Decision
The real point of interest can probably be found in the recurring theme of police officers harassing, falsely arresting, and occasionally killing black men and not having to account for it. Freddie Gray was merely existing while black, doing nothing that should have been a problem for police officers, when he made "eye contact" with one. This was the reason given for his arrest, and police in Baltimore actually expected that explanation for the harassment and subsequent arrest of Mr. Gray to satisfy everyone. Eye contact. Next, he was dragged and slammed into a police van, his asthma ignored, and no one bothered with a seat belt. Apparently, he sustained an injury during the arrest and asked for help. All anyone did was slam his head against metal, while forcing him into the van. This created an injury that damaged eighty percent of Gray's spine, and he was not taken to the hospital for hours. About a week later, he died of those injuries. But.......white Americans in the Midwest, Kansas in particular, many of whom have never been to Baltimore, do not empathize with Freddie Gray at all, but use this as an opportunity to encourage more racism.Maryland has over 5 million people in it. about 620,000 or so of them live in Baltimore. By contrast, Kansas has about 2 million people, and many of it's counties have populations smaller than 10 thousand people. Marilyn Mosby is not a "county attorney" but a "state's attorney", and she has many more constituents and much more responsibility than any county prosecutor in Kansas ever imagined. In the matter of Freddie Gray's death, she immediately got to work gathering evidence and testimony, and within day of receipt of the coroner's report, which clearly states that Gray's death was a homicide, she made a determination that those involved should be charged. There were some riots prior to this, but she faced her constituents and communicated with them, and Baltimore was not "on fire", as white midwesterners seem to enjoy saying.....in fact, there were not many ugly reactions at all. Ferguson, Missouri played around with it's citizens for months in a sickening game, it's goal to keep a white police officer from answering for the murder of black teenager. Mosby has not played those games. She looked at the facts, and charged the appropriate suspects with appropriate crimes.
Why is White America having so many problems with law enforcement being held accountable for criminal behavior? Baltimore, white and black, elected Marilyn Mosby to do exactly what she is doing, and Baltimore is also very happy with her.

Rest In Peace, Freddie Gray
There is a reason why many police officers do not like to be photographed and recorded while on duty. It has a lot to do with evidence, proof, irrefutable statements to community, and with accountability. Police officers often are not fond of answering to the communities they serve when they abuse others, and in some communities, racism and bigotry replace the law. Freddy Gray's spine was crushed during an arrest in Baltimore, Maryland. He later died, and police in Baltimore have admitted that there wasn't actually a reason to arrest Mr. Gray. There are statements from five of his assailants, but one of them refused to cooperate, citing his fifth amendment rights against self incrimination. Fortunately, one of Mr. Gray's friends turned on his cell phone camera and began filming.
And, for your reading pleasure, here's a list of the names of the officers who were involved in Gray's untimely death. Rest in peace, Freddie Gray.

When Children Do Not Come Home
Time does not erase the pain of people whose lives have been turned upside down by the disappearance or murders of children. Nor does it reduce or eliminate the need to search for the missing or establish protocols when children do not come home.
Tom Schroeder, guidance counselor of the public school in Frankfort Kansas, knowingly took a very big chance of creating such a heartbreak for a family in his school district when he dumped a fourteen year old girl off by herself for cross country practice, four miles away from the school. When she did not return, he shrugged his shoulders and went home and had dinner. The girl's family was told that is the protocol for Frankfort, Kansas when a child disappears. Luckily, the strangers who picked up Schroeder's victim just took her back to the town from which she had been taken.
Quite a few of the locals in Frankfort, Kansas either do not understand the heartbreak caused when a child disappears, or perhaps they do, and it was planned for this family. Either way, the crass reactions of Frankfort Kansas are unacceptable, from blaming the victim to deriding the mother for not "just letting it go."
The video above details a case that started forty years ago, in suburban Maryland. Two young girls, Sheila and Katherine Lyon, ten and twelve years old, simply disappeared one day, in 1975, on their way home from Wheaton Plaza. The event illustrated, quite painfully, that protocols and immediate responses from law enforcement are necessary when a child goes missing. In stranger abductions, such as the case of the Lyon sisters, the victim is usually dead within three hours, according the National Center for Missing and Exploited Children. The school board for Frankfort, USD 380, has expressed that it is comfortable with children accepting rides from strangers in order to return to school after having been left in random places by teachers.
Today marks the fortieth anniversary of the day that Sheila and Katherine Lyon disappeared. Hopefully, the newer avenues of investigation into the case will bring answers for their parents, John and Mary Lyon. Certainly, no further explanation should be needed by Frankfort, Kansas concerning why Tom Schroeder's actions toward the student he abandoned were criminal. If it was done deliberately, Frankfort High School should just accept the fact that the young lady finally came home safely, despite their criminal attempts, and leave the family alone.

Patricia Welch As A Resident Agent
Hey Patricia Welch, how come you're such a big, fat liar? Who the hell did you think you were when you didn't want to help find two missing children? And why is covering for adults more important? Here's another question, you dumb bitch; what was really going on when you served as a "resident agent" for L. Engleking Inc.? Was your friend from Florida really a plumber, or was that just a ruse, so that he could get inside the homes of people who have children, in order to post their pictures on Facebook? Isn't that why your friend's son is in prison now?
You know, you are married to a "person of interest" in a high profile missing persons case involving two children, Sheila and Katherine Lyon, and your nephew is a person of interest in the same case. Your employment history also involves working with someone who is currently serving time in federal prison for child pornography and human trafficking! Was your home daycare used for something similar?
Hopefully, you'll be savvy enough to tell the truth in court on April 27, when you go to court in Bedford County, Virginia. While you certainly come across as a bimbo who thinks she's exempt from the law, you do not appear to be the type who would make it in prison. Short of definite answers about all this, you can expect to see more details, such as the ones in this post, splashed all over the internet. Quite a few people already hope that you will go from being a "resident agent" for a kiddie porn creep to being a resident in the pokey, so you should really find a way to start telling the truth in court.

Jailhouse Confession In Lyon Sisters Case
Does anyone remember March 25, 1975, when Sheila and Katherine Lyon, of Maryland, disappeared from Wheaton Plaza? Almost forty years have gone by, with virtually nothing in the way of answers, then a tip was suddenly shared late in 2013. Information and testimony led law enforcement away from Maryland and into Thaxton Virginia, specifically, Taylor's Mountain. Several sites were examined and dug up, and a woman named Patricia Welch was arrested in Virginia for lying to the grand jury about the case. The newest tidbit of information is that a couple of days ago, a Delaware prisoner by the name of Lloyd Lee Welch admitted that he was a passenger in the car that left Wheaton Plaza with the girls!
After forty years, a backhanded confession. Lloyd Lee Welch still does not admit any contact with them after leaving Wheaton Plaza in the same car with both girls, but by the end of the first day they were missing, it's almost certain that he knew police were searching for them. So why didn't he share his informational gem in 1975? A response from Mr. Welch is not anticipated, as he currently sits in prison because of his inappropriate and unlawful approach to prepubescent girls. He also gave an account to law enforcement in 1975 about the whole thing, omitting, of course, the part about his own presence in the getaway car. A polygraph that was administered at the time indicated that Mr. Welch was deceptive. The only reason he was taken terribly seriously in recent efforts has to do with his intimate knowledge of certain details about this case; the few details that are possessed by law enforcement.
It has also been clarified in recent days that at least one set of remains has been recovered from a dig site on Taylor's Mountain. The process of identifying the remains is still in the works, and hopefully, John and Mary Lyon will get some answers about what happened to their daughters almost forty years ago.

Relisha Rudd Is Still Missing
Relisha Rudd is still missing, and has been missing for almost a year. The suspect in her case committed suicide last year, and without his testimony, finding her is an even bigger challenge than most missing persons cases. It's time to search again in all the areas that have yielded any forensic clues, and to utilize search dogs and radar. Relisha has always deserved better than to just be forgotten. Please share this poster.

College Offers Classes In Cannabis Cultivation
Entrepreneurial Opportunities In Emerging Markets: Marijuana Legalization. That is the title of a new course offering at Ann Arundel Community College, in Maryland. No joke. Maryland has decriminalized small amounts of marijuana, and citing the trend nationwide, has taken the step of opening the eyes of college students to possible opportunities in agriculture and marketing of the same. Maybe one day, all the folks who engage in the business unlawfully will be obliged to find gainful employment and pay taxes.

Message To The Mountain
"Are they going to repair the property they dig on have they got the ok from the land owner to dig onit i think afew thing's need to be ask.
And who is covering the damage they create by the digging is the town of Bedford going to fork out for the repairing.
Like i said i wish something so stupid would had not been done by someone we do not even know for them to even be on our family mountain."
Grrrr......Allow me to answer this, one asinine statement at a time. No; "they" are only going to repair the property they dig up if they can. It's only dirt, and yes, law enforcement and the specialists they hired will try to leave the area as they found it, but any evidence they find will not be replaced. As for asking your royal highness first, the sheriff doesn't have to. The sheriffs of two different counties, backed by the judicial systems of two different states, and the FBI have warrants to dig on the land owner's land. They do not have to ask anyone, least of all, you.
What damage do you want the police to cover, after evidence was hidden by your relatives and neighbors for thirty-nine years? If someone drove over your lawn and you feel that the tires have done damage to your barbecue grill and possibly, your still, file a claim with your insurance company! They cover spilled moonshine, don't they?
Don't even cry about the actions of "stupid people"! When you say you don't know them, that's a boldfaced lie. You are more than acquainted with at least half of the family in question, and you jumped onto a newspaper forum early in this investigation to state that this particular family never owned property on "your family mountain". To officially differ with you, the registry of deeds in your county states otherwise. You know them, and they've probably bought many a batch of moonshine on the mountain, to take back home with them.
The two young ladies who disappeared in 1975 also had a family and a community. Everyone looked for them; everyone misses them. Well, almost everyone; you have some cousins who lived near the community from which these girls were kidnapped, and they didn't lift a finger to help find them. If I understand correctly, one of them tried to collect reward money, but welched (pun somewhat intended) when it was time to deliver. Another one is due in court next month because she's a big fat liar. If Sheila and Katherine somehow ended up in "your" community, it's well past time to give them back to THEIR community! They never should have been in "your" community in the first place, and would not have been, but for something done by one of YOUR relatives, so shut the hell up when the police try to put things right! You really sound as if you know there is evidence to be found, and you don't want investigators to find it. That's just too bad, creep. Deal with it, and hide your moonshine somewhere else.

Private Message
To the person whose signal hails from somewhere in the vicinity of Upper Montgomery County, in Maryland; I know you have been looking intently at several posts, in particular, on this site. Yes, he really did it, and by the time his warrants caught up with him, he had done it in another state, as well. If you are curious about this person, I think you should give him a miss. Seriously.
You can email me if you have any questions, and you can also leave a comment here, and mark it "private", and I will message you and not publish the comment.

An Arrest Concerning The Missing Lyon Sisters
There is now an arrest in connection to the missing Lyon sisters, who disappeared in Maryland in 1975, after walking to Wheaton Plaza, but it is not the arrest for which so many of us had hoped. Instead of a perpetrator and direct answers, after almost forty years, the wife of a "person of interest" decided to lie to the grand jury in Virginia about a matter that is of material importance to the case. Richard Welch, of Hyattsville, Maryland, has been named a person of interest in this case, along with his jailbird nephew, Lloyd Lee Welch. Some land owned by their family, in Bedford, Virginia, has come onto the radar of authorities in the recent past, and witnesses who know the involvements of these two men have been asked to testify. Now Patricia Welch, Richard Welch's wife, has been arrested for testifying falsely in the case. Some have argued that spousal privilege should apply in Welch's case when answering questions about a matter involving her husband, but there is also at least one other person of interest, and no one has yet been charged. The only person Ms. Welch has a legal right to protect at this point in the investigation is herself, yet if she does that, there is a chance that she will incur closer scrutiny. She really should have consulted an attorney about any conflicting or untrue testimony. If she has guilty knowledge, or had decided, on her own, when, or if, the Lyons could have long overdue information concerning their missing daughters, and was still using her own timetable for sharing it, authorities will hopefully throw the book at her.
People who think they do not have to comply with federal law, especially concerning testimony related to crimes against children, are disgusting. Anyone who can help in this case should call the police in Montgomery County, Maryland at 240-773-5070.

Advice To Hunters And Hikers
Hunters and hikers should always be aware of the possibility of finding evidence in a missing persons case. Kyron Horman has been missing in Oregon for over four years, and Sarah and Jacob Hoggle were last seen in a part of Maryland where there are a lot of hiking trails and park land.

Hoggle Children Still Missing
Jacob and Sarah Hoggle, the two Maryland toddlers who disappeared September 7 and September 8, are still missing. Their mother, Catherine Hoggle, who was the last person to see either of them, will not cooperate and tell anyone where they are. She is now being held in a mental hospital, pending assessment about her capability to testify or participate in her own defense. Her attorney has filed a motion to dismiss the charges filed against her in connection to Jacob and Sarah's disappearance, based on the fact that she asserted her right to an attorney but was questioned for several more hours without one. Chances are rather strong that the case, itself, will not dismissed, but that information gleaned by law enforcement during that time will simply not be usable as evidence. One thing looks very certain, however; as long as Catherine has something everyone wants, specifically information about her childrens' whereabouts, she has power. When she gives that information up either by testifying or cooperating with law enforcement, she has no more power or control over the situation.
